LEPL Internally Displaced Persons, Eco-Migrants and Livelihood Agency

Objectives and functions

  1. The main objective of the Agency is to implement state policy towards Internally Displaced Persons (hereinafter – IDPs) and persons affected by natural disasters and subject to dispacement (hereinafter – eco-migrants) and to contribute to the improvement of socio-economic conditions for them, including but not limited to through the creation of livelihoods.
  2. The Agency shall be entitled to:
  3. a) make a decision on granting, terminating, seizing and restoring the status of an IDP and produce the relevant documentation and databases provided by law;
  4. b) determine the fact of eco-migrant damage and produce the relevant documentation;
  5. c) Carry out all legal actions to provide living space for IDPs and eco-migrants, including the purchase of real estate in accordance with the rules established by law and produce the relevant documentation;
  6. d) organize emergency assistance and temporary accommodation to IDPs;
  7. e) participate in the process of administration of the monthly IDP allowance in accordance with the rules established by law;
  8. f) Register and declare real estate owned by individuals in the occupied territories of Georgia in accordance with the law;
  9. g) produce and administer a unified database (s) of IDPs and eco-migrants;
  10. h) within the scope of its competence, implement rehabilitation measures for IDP resettlement facilities in accordance with the law;
  11. i) within the scope of its competence, participate in the preparation of draft regulatory acts regarding the issues attributed to the Board of the Agency;
  12. j) promote the improvement of the socio-economic conditions of IDPs and eco-migrants through creation livelihoods in accordance with the legislation of Georgia, including the relevant legal acts of the Government of Georgia;
  13. k) develop, implement and evaluate targeted projects / programs, as well as find and manage the necessary financial resources for the implementation of projects / programs in order to improve the socio-economic situation of IDPs and eco-migrants and facilitate their integration;
  14. l) participate in the development and implementation of livelihood projects / programs tailored to the needs of IDPs and eco-migrants;
  15. m) issue grants to ensure access to livelihoods in accordance with the legislation of Georgia for the socio-economic integration of IDPs;
  16. n) promote the involvement of IDPs and eco-migrants in state programs and inform them about the projects and programs of state institutions and international or local non-governmental organizations aimed at supporting livelihoods;
  17. o) encourage the involvement of IDPs and eco-migrants in education and training courses;
  18. p) within the scope of its competence, develop and adopt individual administrative-legal acts necessary for the activities of the Agency;
  19. q) establish relations with donor, international or local organizations, develop and implement joint projects in the field of activity of the Agency.
  20. r) review citizens’ applications, complaints and proposals on issues within the authority of the Agency and make relevant decisions;
  21. s) exercise other functions and authorities granted by the legislation of Georgia.
